I'm planning on a budget build for the purpose of gaming (at 1080p), media consumption and programming. I'm upgrading from a 9+ year old system with an Intel Q9300 which has serviced me a great deal.

Here's what I've thought of so far:

Intel Core i3 8300
Gigabyte H370 HD3 OR H370M D3H
2x8GB HyperX Fury DDR4 @ 2666 MHz
Antec P8 ATX case
Seagate Barracuda/IronWolf 4TB

I'd like to re-use some of the components that I already have:
Asus GTX 760 2GB factory OC'ed
Kingston HyperX Fury SSD 240 GB (for my OS)

Is it safe/advisable to re-use the said components?

Is it better to buy 8GB memory now and add another later? I'm considering high memory prices right now.

Also, what power supply would be best for this build considering the following upgrades down the line? Or is it safe to re-use the old one (Tagan BZ 800W - I know, overkill for what I currently have, it's been in use for 9+ years)
    i5 or i7 processor
GTX 1060 or maybe GTX 1160/2060 when it's out
    NVMe 256/512 GB SSD

I would prefer a non-modular one to keep costs down and availability in India as I've seen many not so easily available.

Considering a lack of HEVC 10 bit decoding on the 760 GTX, can I use Intel QuickSync for HEVC decoding while connecting the display to the graphics card? Also, can Intel QuickSync be used for web media playback?

Any suggestion in change of the above components are welcome too.

Let me know your thoughts.

Solution
Thanks guys, for all the info and help. I've completed my build with the following components:

Intel Core i5 8500
Gigabyte H370 Aorus Gaming 3
Corsair RAM 8GBx2 @2666 MHz
Antec P110 Luce case
Seagate BarraCuda 2TB HDD

Overall budget is around ₹60,000. This, excluding a graphics card since I'm planning to re-use my GTX 760.

I'll be buying from a local merchant (SP Road, Bangalore).

The RMx 550W seems too expensive for my budget. I also want to save up for a graphics card upgrade. Any suggestions for a non-modular PSU?

RMx is a solid unit. Also, why do you need a 4TB HDD?

For 60,000 Rupees you can get this:

PSU in this build is absolutely solid and I am surprised I found it cheaper than the one I shared above. Has an 8400, Z370 mobo to allow for OC of an 8700k if you go up to that.

5 TB HDD too.

^ did you check if pcpartpicker.com included delivery fees from Amazon website? 1 of the reasons y I don't trust pcpp for India and some other countries.

Have a look at primeagbg, mdcomputers.in, itdepot and Amazon for the best deals.

For ur part list, a corsair cxm 450 power supply would be enough.
Carbide 270R for case,
Definitely consider a 250gb sata ssd like the crucial mx300/mx500 or Mushkin reactor or Samsung 850

The Amazon in that list is Amazon India..

Shipping is included.

I would never go with a cheaper PSU with this system. Even if it is low wattage, always better to have a good unit. In the OP post, he mentions he wants to upgrade down the road. What use is taking a cheaper PSU now and upgrading it later again. In that case, might as well keep the original PSU and wish for the best.

Case, maybe. Depends on his tastes.

His budget can accommodate an 8400 and a H370/Z370 board easily. Only reason the pcpp list above does not have it is that the prices for H370 / B360 are not listed.

The corsair cx 450 2017 and cxm 450 2015 can very well handle a 150w tdp card. No issues. I would recommend a gold rated good gpu for 1070 and above or Vega class gpu.

Got 2 friends here in India, 1 guy is running a 6600k rx480 combo in a m12 620 and the other is running a 1600 and 1060 6gb with a cxm 450. Overclocked, no issues.

Looking at ur sig, u r running a 760 with ur cx600. The cxm 450 is a better unit than that old cx600 XD

Pcpp India is not exactly upto date. I have done some research. Just sharing my experience. That's y I listed the other websites.

Pcpp India as it's been said, is out of date. Also, the Amazon India prices are not what they show in the Pcpp site. With the configuration mentioned for ₹55359, will actually be ₹80000+ (approx) based on the actual price + shipping on the Amazon India site.

For example, the RAM modules: It's ₹16,935.80 + 290.07 delivery. Not at all ₹11829.

@Lucky_SLS I'm keeping track using primeabgb and itdepot. Problem is, the availability of components are very inconsistent between these two and Amazon India. I will soon go to the local stores (SP Road in Bangalore is well known for computer parts) and get a quote for all the suggestions mentioned here. 'When' is the question. That should give me a better idea of the prices. I can then compare and buy parts where it's cheaper.

I'd also like to mention that I have a Coolermaster TX3 EVO CPU cooler currently. And the thermal paste that came with it albeit more than 5 years old.

Also, CX450 or maybe CX550 looks quite good. But I'm not able to find any expert reviews for them anywhere online. The modular version reviews are available aplenty. But not the non-modular ones. I'll go for the modular if prices are good.

The CX450m/cx450 is a good psu, and well balance for such build.

The original PSU isn’t good to being with, and has been used for almost a decade. That is a bad recommendation as you’re risking all your parts.
And it doesn’t even compare to the CX450M/CX450!

What are the differences between CX450M and CX450 other than the fact of whether they're modular or not?

The CX uses rifle bearing fan which is better than the sleeve bearing on the CX450M.
The CX starts quieter (818RPM, 13.8dBA according to https://www.cybenetics.com/d/cybenetics_VUm.pdf ), than the 925RPM, 20.3 dBA of the CXM: https://www.cybenetics.com/d/cybenetics_GI9.pdf
The CX450 is has a newer topology - LLC resonant as opposed to double forward of the CXM.

Though the CX450 only has 1 PEG connector.

So if you don’t intend to use a GPU requiring two PCIe connectors, and don’t mind the lack of modularity, the CX is better

Thanks for the info, I might go in for CX550 for a little headroom. I see the CX550 has 2 PCIe connectors. I don't mind the lack of modularity.

I already have a 240 GB SSD - Kingston HyperX Fury. I'll be reusing it for the new build. Got it for a good deal at ₹4999 a couple years ago.

cpu - ryzen 2600X - https://www.theitdepot.com/details-AMD+Ryzen+5+2600X+Processor_C30P30029.html - 18.5k
mobo - gigabyte x370 gaming 3 - https://www.theitdepot.com/details-Gigabyte+GA-AX370-GAMING+3+AMD+AM4+Socket+Motherboard_C13P29713.html - 9.1k
rams - 2x4gb https://www.primeabgb.com/buy-online-price-india/ram-memory/?orderby=price&filtering=1&filter_ram-capacity=8-gb&filter_ram-type=ddr4&filter_channel-kit=2-x-4-gb - 10k
case - antec DF500 - https://mdcomputers.in/antec-mid-tower-df500.html?sort=p.price&order=ASC 3.8k
psu - cx550 - https://www.theitdepot.com/details-Corsair+CX+Series+CX550+550+Watt+80+Plus+Bronze+Certified+ATX+PSU+(CP-9020121-UK)_C14P29669.html - 4.3k
(BTW, anyone have an idea about the coolermaster MWE 550? is it any good?)

update the mobo in a local shop to the latest bios, that TX3 cooler is useless cuz it doesnt have AM4 socket.

just make sure u r getting a 3000/3200 mhz ram. or u have to overclock to min 3000mhz. its important for ryzen.

case fans- 3 in front https://www.primeabgb.com/online-price-reviews-india/corsair-air-series-sp120-120mm-blue-led-fan-co-9050021-ww/ - static pressure cuz i very much feel that the front panel of the case is choked and needs some pressure to suck in air.
2 in top - cooler master red led fans
and the stock in rear.

or the red cooler master fan in the rear and the stock fan in the top as exhaust.

i know u said u r saving for a new gpu, but if u get the 2600X and the X370, u wont need to worry abt the cpu for atleast 5 years. so its worth it to get the 2600X before it goes out of stock.

The original PSU is garbage is what I said, you kinda missed the point which was that if you are going for a cx450 now then its no use if you are going to replace it out soon anyway.

CoolerMaster PSU's is something you should stay away from generally, except the high end units.. Mine smoked within 3 months.

X370 most likely will not have the latest BIOS for the 2600x. You will need to contact AMD, wait for them to send a chip to update the bios then replace the new one in. If possible, try for the X470 mobo.

Otherwise, this is pretty good.

EDIT: Who added the AMD tag to the thread?

EDIT 2: Apologies, missed this: "update the mobo in a local shop to the latest bios"

Good for them, but trust me, the CX450m won't last.

If I could, I would swap out my PSU. I have no money. Everything goes for College Fund. I had the same PSU right before this one, and the only reason I got this one again is due to the 1:1 replacement for free the shop gives. It is not very good in the long run. The old one had blown out after a year and a half.

pcpp is not up to date, I agree, but when I was in India, atleast the Bangalore and Hyderabad area, shipping was free for me, including delivery, which is what I thought will apply to most of the parts on the list.

^chill, no one is complaining. just pointing out the facts for us to better understand the situation. i would take ur word if its for the old cx430 or the white/green label. but the new grey label ones are pretty good. have to give them credit when its due XD

Get this list:

CPU: Intel i5-8400 (₹13,950)
Motherboard: Gigabyte]https://www.primeabgb.com/online-price-reviews-india/gigabyte-h310m-h-ultra-durable-motherboard/]Gigabyte H310M H[/url] (₹4,998)
