Im building a gaming PC on a budget and would appreciate help and advice. I am not looking to overclock. This is what I have in mind.

CPU: Intel Core i7 7700
Video card: MSI GeForce GTX 1070 GAMING X
Motherboard: MSI B250M
Memory: Crucial Ballistix Sport LT 8GB 2400MHz DDR4
Storage: WD Blue 1TB HDD
Storage: WD Green 120GB SSD
Case: Corsair Carbide Series 100R
Power Supply: EVGA SuperNOVA 550 GS

It does...... but you haven't actually shared a budget.

As I mentioned, a Ryzen5 1600 + 1080 should net you at least near equal performance to the i7 + 1070 in some cases, in others the Ryzen + 1080 would win out..... and likely to be a little cheaper overall.
An i7 + 1070 is not a "budget" system by any means.

That setup looks pretty good - although I'd make a couple of suggestions:
1. a 120GB SSD fills up much faster than you'd expect - a ~250GB SSD would be a smarter starting point IMO.
2. 8GB can be a bit low, depending on the titles you want to play.....16GB would be ideal.
3. Consider looking to Ryzen - for the money you'd be spending on this ($700-$750 on CPU + GPU alone), you could have a Ryzen5 1600 (6c/12thread) and a GTX 1080.

Mentioning a 1080, I see that 1070 for right around $450? IMO it's tough to justify a 1070 for >$400 or so, because 1080's can be had for ~$500.
