Here is my suggestion.... Although it's quite budget, if you had another 100$ you could get a serious cpu, but this will only get you minimum requirement. Not sure, you need wifi adapter?
You could also trade up to 2400g cpu or 2200g, they are better, but then you'll likely stick with onboard graphics which will only pull low settings.
I also chose a motherboard to be able to upgrade cpu later on (with overclocking capability)
Anyway, I'm sure everyone will bash me for it. But here's the best low budget with potential (in my opinion)
I want a cheap budget and can run at least csgo, if you guys can list out everything on what I need to get from motherboard, watt supply, processors and everything or even provide links to them, that'd be nice since im a newbie and never built
cheap/budget is hard to address given tis varied meaning between ppl.
a modern cheap one (that would even play most triple A titles decently) would be aroudn the $450-500 mark (using intel and cheaper if going AMD)
any dual core CPU aroudn 3ghz is fast enough (technically minimum is a 2.4ghz)
likely want atleast 4gb ram
if u get a semi modern intel CPU (non k model) the integrated graphics would even work and save you having to buy a dedicated one .
a PSU is likely 400 min unless you ge ta dedicated gpu then you'd likly need a 450w.
could liekly find a few varied version googlign cheap or budget CSGO builds.
Yeah, I wouldn't even pay $16 for that either; you'll essentially have to replace every part just to get it to CS:GO's minimum specs. We're talking about a PC designed to be a very basic, budget, productivity PC in 2007. There's just not the basic framework here of a budget gaming rig.

Avoid the optiplex DT and SFF sizes. low profile GPUs and often power limits on the PCIe slot. Get a Mimi Tower, 380, and 780 are pretty good.
Zotac GTX1050 mini ,and GTX1050Ti Mini fit. Yes i mean ONLY the ZOTAC Mini's fit.
Best bang for the buck though is the Dell Precision T3500 X58 workstation. Overclocked 6 core Xeons, 3 channel RAM, and up to 2 GPUs.

Here are the builds for the Opti 380. I paid$20 for mine (the first one there). https://www.userbenchmark.com/System/Dell-OptiPlex-380/1942
The 780 can't run the X5460/5470 Xeons.
