Budget Gaming PC

Hello, I am trying to build a gaming pc and my budget is around 1,200. I'm not sure whether I should use an intel based cpu or an AMD cpu. I would like to use either windows 7 or 8 ,but I'm not sure. I want to be able to run at high frame rates. Also, I would like to play games on native settings for graphics. For this particular build I would like it to last me for at least a couple of years (around 2-3). I would appreciate it if I could get some feed back and recommendations. Thank you.

Is 1200 for monitor+os+CPU or just for CPU?

No no the budget is just for the computer and nothing else. I have the rest.

Well cpu ,motherboard, case etc and yeah also the OS as well.
