Budget gaming PC

I have really wanted to build a gaming PC capable of gaming at high -> ultra settings (some Games) at 1080p. I really want to play games like battlefield 4/hardline, NBA 2K15, Minecraft (w/ shaders) and Day Z. I really need the best bang for my buck here as every $ counts. I am really shooting for $500 -> $550, as that is what my budget allows, not including storage. I did not use PcPartpicker as some of the items I have listed the website did not use the best price for.

Few questions:
1. Is it worth the extra $20 for the 280 or should I just go R9 270x?
2.Is a refurbished PSU ok? I saved alot going refurbished, and the reviews are good!
3. Is the i5 worth it? I could go i3-4150 for $50 less.
