This seems fine. It can be upgraded later with more memory when needed, and motherboard is supposed to be compatible with Kaby Lake processors that will be released next year- so you should be able to make a cheap CPU upgrade if you want it in a few years time.
By the way, to make it clear, the MB is s1151 and is compatible with i3 6100, not s1150 like the shop says in the item name.
No, he does not. It all depends on desired resolution and games he intends to play.

OP, try this:

If your budget is above 400$, please tell.

First of all i woul not use an AMD processor for gamming, i would use a Intel one, even an i3 is expected to be better for gamming.

Is better 2x4Gb because the Dual Channel feature of MBs

For gamming on a new system this is maybe low, i known that the budget if low, but i would try to save a bit and purchase a RX 480.

As, you've probably guessed from these suggestions, going with AMD is a bad idea and an i3 will game alot better.

Totally agree on choosing i3 6100 and dual channel memory, but it is better to take RX470, not RX480. Performance of well made RX470s (Sapphire Nitro+, MSI Gaming X) is very similar to RX480, and cost just $50 more than RX460 4GB while offering double the performance.
Also, Toshiba and Hitachi hard drives are more reliable than WD and Seagate, and it is better to spend $10 more on 2TB because bigger drives are not just bigger but also faster.

Actually, if runnign a cheap, two RAM slots MB, it's better to get one stick of 8 gigs so you can expand later if you can;t get 2x8 to begin with. Getting 2x4 doesnlt make much sense since dual channel is not really that important if not gaming on integrated, and definitely less important than expandability.

You are right, if you are running cheap (he's), and choose to cut some expenses by going to a mini or micro ATX format could have sense to purchase only one module.

But when you purchase the second, it's not unheard to have problems having diferent DIMMs in dual channel and also that is not so important... well depends on each one preferences after all you are loosing a 25% tranfer rat in reading or near a 20% in bandwith.

Sure, that's maybe only 1-2fps inside a game at worst and maybe ten second in a four minute compresion work or whatever, but is something that slow each task you do with the sistem.

I would always going the double channel route, and if the problem is the future expandability then the solution for me is not cut a couple of bucks on a mini or micro ATX Mb and go to a 4 slots one.

I do agree that expandability is important, but getting just one stick of ram hurts performance. https://youtu.be/sQz4XmEFbTU?t=347
If it is just 10% performance loss on average- on a $400 PC it is $40 of value lost until memory is upgraded to 2x8GB. In such a case, it is better to either spend $10-$20 more and get a 4-slot MB, or just get 2x4GB for the first few years, and when it becomes insufficient- to sell it and get 2x8 at an upgrade at a cost $10-20 higher than 1x8GB + 8GB ram. In any case, it is less than $40 of lost performance on a new PC.

I guess to give a proper advice we would need to know the pricing of GPUs- which shop are you buying from?
However, one thing you definitely want- is to get an i3 6100 system. It is approximately 100% faster than AMD APUs in 1-2 threaded tasks, and 60%- in 4 threaded tasks, Which means much higher performance in games. Also, CPUs do not advance fast these days, so they do not need to be upgraded often- that is why it is smart to get a proper CPU once and only upgrade other parts like GPUs every few years.

How about this setup

Intel Core i3-6100 3.70 GHz Skylake Processor
₱5,400.00($111.65)

Motherboard
ECS H110M-C3D
₱2,450($50.66)

Memory
KINGSTON 8GB 2133MHZ DDR4 FURY BLK HX421C14FB/8
₱2,050($42.39)

Storage
Seagate Barracuda 7200.12 ST1000DM003 1TB
₱2,450($50.66)

Graphics Card
Palit GTX 950 StormX 2GB GDDR5 128Bit
₱7,150($147.83)

PSU
Corsair VS550 Power Supply
₱2,190($45.28)

Total of ₱21,690($448.46)

Something like this is possible:
i3 6100 - ~p5500
Gigabyte H170M-D3H - p3500
Toshiba DT01ACA100 7200RPM 32MB 1TB -p2340 or ADATA Premier SP550 ASP550SS3 240GB -p3000
RAM- 2x4GB- Kingston KVR21N15S8 4GB 2133MHz DDR4 - p2000
Sapphire Radeon Nitro RX 460 4GB GDDR5 - 7000p
+ PSU. A PC like this would use maybe 150W of power, so nothing powerful is needed- basically any silent, normal quality PSU would do.
Total is approximately p23k, but it is a quite nice build.
