"Budget" Gaming Streaming Setup

Alright I am streamer on Twitch, Twitch.tv/camthelegend. I have been streaming on PS4 for a while now and I think Its time to move up. Now I am a teenager so money is a problem but I know I can get it.

Heres the thing I have a monitor and everything that I needed with PS4, heres what I want to do.
+I want to stream my PS4 through my PC using something like a Elgato or something.

+I want to sometimes be able to play H1z1 on it sometimes

+I want to edit videos for my youtube channel.

+Here's what I have.
PS4. Two Monitors. A mic. A desk. A chair. Headphones.

+Here's what I need.
A COMPLETE PC. <-- Everything, Like windows... (I don't know what the PC needs LOL)
I need something like a elgato.
I need a mouse and keyboard.
I need a FACE cam.

My budget is pretty silly but i'm really gonna challenge you guys on the one. I have 1000$ I know its not alot but I dont mind if it too much over. And to be honestly I know I'm completely low balling you guys I just don't have the money to spend yet.

ElGato recommends an i7, for PS4 streaming. That budget definitely is a challenge.
