You can utilize 144hz on eSports titles with cards such as the 1050 Ti or RX 580/570. If you want to utilize 144hz in AAA titles, I'd recommend any one of these cards:

GIGABYTE Windforce 2070

GIGABYTE Windforce 2080

EVGA 2080 Ti

If your cool with using eBay to get second hand cards, check it out for any 1080/1080 Ti/1070 Ti deals because those are all capable cards for 144hz on AAA titles. On eBay, you can easily pick up a 1070 Ti for 300 and a 1080 for 400 if your a bit patient.

In almost all cases, it's not about the CPU, it's about the monitor's resolution and refresh rate. If you want to get 144fps with those games, you're going to need serious GPU power.

What country are you in? Depending on the prices where you are, an RTX 2060 or RTX 2070 might be worth considering.

As you're running 144hz, you'll only be in 1080. I had the same setup using a single gtx 970. It was clocked, but only through MSI Afterburner and not really tweaked. It ran hot but never failed. You'd get some of them pretty cheap now. I'm in 4k now, but you just can't compare it to the fluidity of 144hz.
Hope that helps

Given those prices, it seems like the RTX 20xx models are way too expensive for their performance.

Price-to-performance, it seems like, as stated by others, the 1070 Ti is the way to go. I don't know if it'll necessarily provide 144fps in all games all the time, but should still do fairly well. The extra money for the higher cards doesn't seem worth it.

This page gives you a quick rundown of relative performance of the more modern cards, along with a legacy comparison chart below it. https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html

Probably a 1060 6GB is going to be the best bang-for-your-buck in terms of what you want. Rainbow Six might be an issue considering it's a pretty demanding title but it probably will work. You could also always look at the 1660/1660 Ti. For a benchmark, I can get 120 - 160 FPS in OW at low settings running a 1050 Ti, and over 200 in CSGO.
