I need a GPU that runs on 400w PSU, and can play dying light at playable fps no matter what settings. Intel is prob the best bet here and my limit is $130. My build is here ------------>http://pcpartpicker.com/p/qLx3Q7

I would go for a gtx 750 ti perfect fit for your power supply and budget. Im not sure how it wil do in dying light if i had to guess maybe medium settings at 1080p near 60fps. Its ten dollars over your budget but i wouldn't recommend getting anything less than a 750 ti for dying light.

No problem. I believe the cooler that comes with that cpu has thermal paste pre applied the stock cooler for my fx 6350 did so i imagine that would as well you may not need it.

My temps on the cpu are pretty dangerously high, I didn't use the pre-applied one, so I don't think it was good quality. Might be my system fans as they roar sometimes when idle. I also found another gpu, could save me some money so I can get another fan and thermal paste.

I'm not sure which to get at this point.

The MSI you have there should be just as good. It runs at a slightly lower clock speed than the evga but thats nothing a small overclock wont fix. Go with the msi if it fits in your budget better.
