Budget GPU to drive 4K monitor @ 60hz

Looking to buy the cheapest GPU possible to drive a 4K monitor @ 60hz. I don't play video games so that's not a concern...any suggestions?

the lowest i would look is a 980/390x

probably won't get 60fps constantly but it will be playable

Gaming is not a concern.
Intel HD graphics are capable of 4k output, you dont even need a GPU.

HD 4600 only does 30hz over hdmi

DP will give 60Hz, but I was thinking more along the lines of an HD530 from skylake chips
