Solution
James has the right question: what's your total budget and what parts do you need?

Without any additional info, the best budget CPU, mboard, and GPU I can think of right now would be an i5-4460/4470 ( whichever one you find cheaper ), MSI H81M-E34, and a GTX 960 or R9 280X. Altogether that should run you about $450.
Well how much money do you have?
The cheapest motherboard for that cpu is gonna be about $60-70.
The best balanced graphics card is going to be around $250-350 for that CPU, anything less and your CPU is way more powerful than your GPU, which leads to weaker game performance.
A "budget" gaming computer doesn't really include an i5, an i3 should be all you need.

Would i-3 be a better bet for playing some of the newer games?? I mean if i want to play games like thief, far cry3..and i would be playing others like CS:go,CS:1.6 too... would i3 be good choice for playing at medium/high resolution and at a decent fps.???

The i5 will be better than the i3, so I'd lean that way if you can afford it. That will take away from the GPU budget, but the computer will have more all-around power. But if your biggest focus is on games and you budget is tight, the i3 lets you get a bigger GPU which will have a bigger impact on games.
