Budget Graphics Card for Photoshop and Lightroom

I am looking for a budget graphics card for use with Lightroom, Photosphop, and a little Premier video work. I use dual monitors.

The motherboard will be a Gigabyte - GA-Z170X-Gaming 7 ATX LGA1151 with an i7-6700K.

I'd like to stay close to $200.00.

Does the following look reasonable?
MSI Computer GTX 1060 ARMOR 3G OCV1 NVIDIA GEFORCE GDDR5 DVI/2HDMI/2DisplayPort PCI-Express Video Card

I don't see how it's serious but anyways; photoshop and lightroom don't care too much about gpu but it would make more of a difference in premiere. For the budget, you'd be looking at the 1060 3gb or rx 480/580 4gb. Performance is pretty close in premiere so I'd just go with what is cheaper and it seems I can find the 1060 3gb for $30 less.
The CPU is for my 'day' job. I work in IT (enterprise system performance) and occasionally have to simulate issues locally. The photoshop/lightroom work is my hobby....
