Budget home office PC build (under $400, no GPU/OS needed)

Hello,

I am looking to build my father a new desktop, he is currently running an 11 year old system with vista.
Most of the $500 builds I see on sites like best buy seem very lackluster for the price, considering most are limited to upgrades due to the OEM parts

He does a lot of office stuff, but nothing with gaming, so there is no need for a powerful GPU (maybe one if it does not contribute largely to the overal cost?)

My requirements are:
- 8 gig DDR4
- SSD (around 128-256 gigs for applications, I have a spare HDD for storage)
- optical disk drive (no need for blu ray)
- dont care about # of cores, but prefer intel processors (heard Pentium G4500 best budget CPU for DDR4?)
-has potential to be upgraded


Dont need:
- OS, I have an unused key for windows 7 (he would probably want to run windows 10 in a year or two).
- GPU - he does not game.
