Bought a budget board to save a few pound on a build and the CPU fan sits at 100 percent from power on.
I thought this would be a fast trip into the bios but there is absolutely no mention of fans or CPU-Q. When using 'Speedfan', or other software of the sort, there are no fans detected by the pc at all.

Link to the board; https://www.ebay.co.uk/itm/For-Inte...e=STRK:MEBIDX:IT&_trksid=p2057872.m2749.l2649

When in cmd and i get the motherboard details, it returns ''Intel Sharkbay, SERIAL NUMBER INSERTED BY OEM'
any trouble shooting tips would be appreciated.

TLDR; Cheap board, no fan control, software cant control fans as it cant see fans, mobo supplier is questionable.

Solution
CPU-Z will identify the motherboard.
Now you know why the motherboard was cheap.
At least it is working.

If you do not want the noise associated with fans running at 100% you can install a fan control unit.
Really, just buy an inexpensive zalman fanmate which has a manual rheostat fan control.

For not much more, this looks like a good solution:
