I have a budget of £400-£450 and i want to build a home office PC for excel, emails web browsing etc. I thought an i3, maybe skylake, would be best but obviously new kabylake pentiums have just been released and other office builds i have looked at seem to include these and some seem to be cheaper than older i3s and with better performance. I'd rather not stretch my budget too much so i'd like to stay as close to £400 as possible, my budget also includes Windows 10 and a Bluetooth dangle/card that i can use with my mouse and keyboard.
An SSD would be nice for boot speeds and loading times but storage space and budget is my priority - i was originally looking at a WD blue 1TB. I also won't need a disk drive as i can take this out of my old system.
does anyone have any recommendations for parts or a full parts list i can use?

Easily done mate , that wireless adapter included Bluetooth 4 so no need for extra dongles etc.

I know this site caters to self builds, but what about prebuilt systems like Dell, HP, Lenovo, Asus, etc? Since you said it was for office work, it shouldn't be demanding. It is what I did for my parents machine as the last machine I built for them I ended up having to constantly drive over there to keep it maintained.
 
I'd also recommend checking out refurbs if you want to keep the price way down. I've been buying nothing but refurbished HP Elite 8100 for my office (I think newer models got renamed to EliteDesk). For simple office drones its more than enough.

Price is usually $200-$300 USD with full copy of Windows included.

That's a very good option as well. I had done similar for my uncle about a year ago. I got one from NewEgg and the computer has been quite solid for him.
