Budget PC Build for Street Fighter 5

Hi guys, now that street fighter 5 is out, I'm looking to build a new computer for optimum play. I'm looking to build something for less than 500 dollars. At it's peak performance, I would like it to be able to run streetfighter 5 online while streaming. Outside, of that, I don't see myself stressing my computer out all too much. As for tower or ITX, I would say the smaller the better, but if the specs require a larger case, I would be fine with that.

Here are the requirements:

OS: Windows 7 64-bit
CPU: Intel Core i5-4690K @3.50GHz
RAM: 8 GB
Video: Nvidia GTX 960
Sound: DirectX-compatible sound card or onboard chipset
DirectX: Version 11
