budget pc build

i'm looking to build a pc, but i'm not sure about my hardware.

is it better to go with a : intel core i3 6100 + RX 460 2GB
or a:
amd athlon x4 860k + GTX 950 2gb?

theyre par, but the rx 460 has got newer technology and will pull a small lead on the gtx 950 during the future.

the i3 6100 is way better without a doubt than the athlon
