Im looking to buy my first PC. Ive been researching a little bit, only looking to spend $650. I found 2 good looking prebuilts. One has a Ryzen 5 3500 + GTX 1650 Super for $600. The other one has a Ryzen 5 2600 + Radeon RX 580 for $600. Im mainly looking to play shooter games like apex legends, warzone, and valorant, using low settings to get the most FPS. Im wondering which one I should get, or would I be able to get better components at the same price.

Okay. I did find a used PC on Craigslist near me. It's an IBuyPower. Comes with a mouse and keyboard. He wants $800. What do you think?

He added a Noctua NH-D15S CPU cooler

That brand is the same as Cyberpower for quality or parts and build quality, which is not very good, find out what the brand and model of the PSU is and then you can check on prices for the components.

The cooler is installed incorrectly, the fan and heatsink alignment should be turned to match the intake/exhaust fans air flow.

2070 Super was a $500 card when new, the i7 is...

What about 2600 + 1660

What about i5-10400F is it cheaper or costlier than these two CPUs?

A couple thoughts, however. 1) you'll want more storage than 256GB, I'm sure. Maybe use an existing HDD you have? Buy an inexpensive 1 or 2 TB HDD? Or get a TB SSD.
2) Keep in mind that bronze, silver, gold are simply efficiency ratings for PSUs. It doesn't necessarily make a gold one better than a bronze one for instance. The Apevia brand isn't very good, although that one has a healthy 50 amps available at the +12v rail. But it's priced at the bronze prices.

So... that build should be more than enough for high framerates at most any setting at 1080p/1440p. I have a RX 5600 XT in one of my PCs. Quite a beast ay 1440p using ultra settings. At least in the games I play.

Never built one before. Some people recommend the GTX 2060 Super over the 5600 xt? 3600 over the 2600x? Having an HDD won't make a difference? I don't have much more of a budget because I gotta get a MNK. I only have a 144 Hz AOC monitor right now I use for my PS4. I have a 27 inch Acer Nitro VG1 I wasn't able to return , it works but I like the AOC for my PS4 . Hope I can get 144 FPS outta Warzone and Apex Legends.

With those two games and a busy server and wanting 144 fps (min?), I'd go with the R5 3600 unless you can live with less. Here is a video of the R5 2600 and the RX 5500 XT. Near as I could find for comparison. It should give you an idea of what the CPU is capable of delivering. It's 1080p, but that isn't going to make any difference; it's up to the CPU mainly with low settings. The GPU will just work a little harder at 1440p.

Looks like your original $650 budget is taking a hit. But as long as you're good with that and not eager to build your own, that might be worth it. What is the make/model of the PSU, do they say?

I think I would be able to. I don't have to worry about buying a MNK. I know it's not going to be the best MNK so I think I'll use my PS4 controller until I get enough for a good combo. It looks like the PSU varies depending on what they have available at the time. Here's some that people said came with it.

Good build. At least as good as the pre-built with a bigger SSD, but no HDD. Maybe a better case too. Looks like you have a decision to make. Holiday time means PC parts and pre-builts will sell out fast. The pandemic means restocking those items may take longer. I just ordered a motherboard from the Egg and was told shipping may take up to a week longer than estimated depending on carrier load.

Cyberpower I would not go with, they use lower quality components and the build quality is often not good (cables not connected for example). Since you were looking into building your own, that is the best way to make sure you get the best parts and have expansion room with standard parts.
