[SOLVED] Budget PC Question

Hello Tom's Hardware Enthusiasts,

I come with a Question, I'm helping my brother to find a PC that can edit videos and maybe be a budget gaming PC (with upgrades),
the problem is He is looking for a PC that costs $500 or less,

Would a pre-built Dell or HP or ASUS Preferably an i5 or i7 mini-tower work and if so where to look to find him one?

What country are you shopping in?

Are you willing/able to do any component swapping? (GPU and PSU?)

Does this NEED to be a pre-built? The $500 price point is a sticky place to be in pre-built land. Most systems aren't well balanced in that range. You're often much better off building yourself in this range.

Honestly I just need a PC that can Render & Edit videos that costs around $500 or less and has the potential to be a decent "Gaming" PC. And I'm shopping In the US

The current talk of the town for budget is the 3300x. Decent mobo (Tomahawk Max), 16GB RAM, 570 or 580 should be doable under $500.
