I heard that the i3 1060 won't bottleneck. And the price of both the builds are almost the same. Which is the best ? Put forward suggestion on anything. The games I expect to play on this are GTA 5, upcoming Watch_Dogs 2, Ghost Recon WL, BF1, COD IW, all those upcoming AAA titles etc. Cheers!

Get no. 2, upgrade to an i5 when needed.

replace the power supply the cx line not a good unit. want 550-650w for gaming pc want have little extra for head room when gaming. look at your local micro center for cpu and mb combo deals.

Well in that case, could you suggest me a best budget 450~550W PS, which is available in India (like from popular manufacturers)

this is the cheapest acceptable unit pcpartpicker finds in India, it's the updated CXM series that offers okay performance and good safety protocols

pcpartpicker doesn't know any shops that sell Seasonic or XFX units in India

basically a Seasonic S12 / S12II with 420W or a XFX Core Edition / XFX TS with 450W are usually cheap units with supreme quality for their price tag. if you can find one of those in India, they should be cheaper than the EVGA linked above.
you can get these units in Europe for around 55$
