[SOLVED] Budget video/photo editing PC ?

Hello, a friend asked me if a PC build would be better than a laptop for photo/video editing in a 500-700 EUR budget.
The best parts i could find to fit the budget were:
CPU- AMD Ryzen 5 1600 AF_____140 EUR
GPU- AMD RX 560 4GB__________230 EUR
RAM- 2x8 GB 3200 MHz _________60 EUR
MB- Gigabyte B450M DS3H_____ 60 EUR
PSU 600W_________________________60 EUR
ATX CASE__________________________30 EUR
STORAGE 500GB SSD_____________50 EUR

TOTAL______________________________630 EUR

The best laptop for the price I could find had an AMD Ryzen 5 5500u (6 cores, 12 threads) with AMD Ryzen vega 7, 16 GB 3200MHz ram, so that was my comparison.
If needed, the ram could be 4x8GB.
As for the GPU, i really have no other options for this price. The current prices of GPUs have gone up significantly.

The programs they use are Photoshop and Adobe Premiere pro for studies.

Is there anything that I should change before I recommend buying and building a PC.

I would choose a 5700g, and B550 board, over a 1600af and RX560 for video editing. Something like this.
