Bugdet PC for $600 - 700

Im going to build a pc, my uses is for video editing ( premiere pro ) and perhaps light editing.

my budget is pretty tight, considering the price is pretty different from my country.

i think i will use a 1050ti and a hybrid storage system ( if probable )

can you choose the best build and the most valuable?

1080p video?
1600 + 1050ti + 16 gb ram is good to have depending on price points, if not, 1400 is good too.

Not easy with the current memory prices and VGA going crazy up...
But this would do very decent video editing.

Indonesia. Well, the OS isn't included on this price point ($600-$700 just for the pc).
Yes, i was expecting a smooth full preview on 1080 video (with some effects of course)

cheaper: 1400+ 1050 + 8 gb ram + 250 gb ssd
