I am trying to build up a tower/desktop pc(without monitor) for programming. I need good speed. So, after browsing i decided to go for Gigabyte GA-Z170X-UD5 motherboad. Now i need to add the other parts. Requirements are as below:
1. RAM- 16GB
2. processor- qaud core, more than 3.5 gb, core i7.
3. SSD hard drive

Can anyone please help me with what can be the best options, which will be around £500($650)?

Solution
If you cut some corners on the motherboard, take a locked skew i7 (still turbos to 4GHz), take a budget SSD, the cheapest case possible & do not need an OS, it can just about be done:

For programming? What else do you need within the 500GBP budget? OS? Peripherals?

500 is going to be difficult, especially if you need an OS - you're starting off with a 175GBP motherboard!! An i7 (of which you only have the 6700 & 6700K to choose from with that board) is going to be between 260-295, so you have 30GBP left for a case, PSU, RAM & storage.............. not gonna happen.
