Solution
Biggest issue I see is that PSU. The VS series is junk. You should be spending more for a quality PSU for that system. I would go below a tier 1 or 2

Next issue is you CPU cooler. Both are insufficient. You should either get a 240mm AIO or a large air cooler like a noctua NH D15

Finally if that's a standard RTX 2070 and not a RTX 2070 Super then that's too much for it.

I've added these to the list instead - seem alright?

GPU: MSI RTX 2070 SUPER VENTUS OC
PSU: Corsair TX-M Series TX650M
Cooler: NZXT Kraken X52 or Noctua NH-D15

Hi guys

On a mission to build a rig for a friend.

Budget is around1500 USD Give or take 150usd

Found the following:
....
GPU: ASUS DUAL-RTX2070-8G-EVO 8GB GDDR6 - 539usd
RAM: F4-3200C16D-16GTZR - 133usd
PSU: Corsair VS Series VS550 - 53usd
....

I agree with other here, 539usd for an RTX 2070 is way too much
RAM: 133usd? 16 GB of RAM 133usd? or are you getting a total of 32 GB of RAM in 2x(2x8GB) kits ?
And yeah you need a better GPU.

Too bad we don't know where in the world are you buying this stuff, or what kind of games does your friend want to play so we could point you out better.

I would go with something very close to what you did:
