Personally id go with an SSD and the HDD and 16GB of RAM even if i had to go with a lower end model Ryzen (For even the average enthusiast if your mainly a gamer, more than 4 cores could be usefull but isnt nessesary especially with SMT), but otherwise a decently balanced setup. grade: B+
 
The goal of the OP is 1080p 60fps in Ultra. SSD, as suggested above, will NOT produce any better than an HDD in terms of fps. Case, also as suggested above, will NOT in ANY WAY produce a better gaming experience.

Let's wait for thoe $940 1080p/60fps Ultra suggestions then...
 


Yes but at least use a case with adequate cooling.
In some of the poorly coded games like GW2 the 1600 will fall on its face in towns, events and WVW.
Very solid PC with 16gb of memory and a SSD for the OS and programs a bit over till rebates you could get the 120gb version of the SSD. I used a 64 gb for a couplr of years just need to redirect all you can.
The 1060 card will run most games @1080p ultra 60 FPS might need to turn it down a bit in some games. You cant really tell the difference between high and ultra it more just a bragging thing.
Gives you a very solid PC that the card can be upgraded in a couple years when needed.

Again, the OPs goal is fit a $940 build that will produce 60fps in Ultra at 1080p (in whatever game he throws at it). It would be more beneficial for the OP, who is asking a direct question to us here at Tom's if you can suggest a build for him, considering his intended goal, his limited budget, and your preferred adequately-cooled case, instead of criticizing an offered solution without providing alternatives.
 


Build is above and a better all around PC just needing a video card upgrade in the future.
