[Build Help]Low budget PC for photoshop editing/work

Budget: Rs.30-35k [$435-510]

So below is the part list i am currently planning for my sisters' build. Many of the parts are still undecided except CPU and PSU. It will be a low budget build and the main use of the pc is photoshop editing. But i am a bit confused on some parts, whether to get or not.

Here are the questions i would like to ask, perhaps just for assurance:

1) Does this build needs a dedicated GPU like 1030 or 1050 with 2GB VRAM?
My 9 years old pc had intel c2d 3GHz cpu, HD5770 1GB and 4GB DDR2 RAM and sisters' work went smoothly with no slowdown. They work mostly with 4K sized photos, but does this require dedicated GPU to handle or an APU will handle it well?

2) Do i really need to go with the QVL for SSD too?
In my own rig which i recently built, i had put a corsair ram that was not on the mobo's QVL, yet it worked flawlessly and even with the xmp profile. But for the SSD, i followed the QVL. But in the sisters' rig, the SSD i want (or any other one) isn't on the list. Will non qualified SSD work just like RAM?

Addition points:

  • ■ If really necessary, the budget will be expanded by Rs.10k ($145) for GPU.
    ■ If the B450 motherboards hit the market within 10-14 days, i will be picking those up instead of B350 just to save myself from b350 bios update uncertainty. Hoping for the prices to be about the same as B350.

4 ram slots...done.

I was thinking of getting single 8GB stick just to keep other slots free for future use...but yeah, till then the system wont be running on dual channel.

That 3000MHz RAM is available for just a $7-8 more than a 2400/2666 one (single stick). Also 2x4GB 2400MHz is around $14 more than single 8GB 2400+. The best bang for buck seems to be either single 8GB 2400/2666/3000 RAM in my area. :/
