You can't really get a good pc for 400$, here's, what I would go for.
PCPartPicker part list: http://pcpartpicker.com/p/fB48xr
Price breakdown by merchant: http://pcpartpicker.com/p/fB48xr/by_merchant/

CPU: AMD Athlon X4 740 3.2GHz Quad-Core Processor ($74.99 @ Amazon)
Motherboard: Asus A88XM-A Micro ATX FM2+ Motherboard ($68.58 @ Amazon)
Memory: G.Skill Value 8GB (1 x 8GB) DDR3-1600 Memory ($70.99 @ Newegg)
Storage: Seagate Momentus 7200.4 500GB 2.5" 7200RPM Internal Hard Drive ($39.95 @ Mwave)
Video Card: Gigabyte GeForce GTX 750 1GB Video Card ($99.99 @ Newegg)
Case: NZXT Source 210 (Black) ATX Mid Tower Case ($29.99 @ Newegg)
Power Supply: Antec Basiq 430W 80+ Certified ATX Power Supply ($44.99 @ Newegg)
Total...
Do you need an operating system as well? Because a 400 dollar gaming pc would be a fair bit worse than a ps4 which is also 400 dollars. So if you want to game for 400 dollars i would recommend a ps4 or save up another 200 dollars if you want a pc thats better than consoles. Thats my opinion anyways.

Completely agree with Dunlop0078, but I did put together a very basic build here -

I have left a bit of headroom in regards to the budget because I'm sure not all of those parts will be available in India and Indian prices are often inflated.

I cant seem to find the US one. So these are Canadian prices and some are sunbect to change and all are less in the US.

EDIT. nevermind that some parts are not showing and i changed a few any way.
