Build not giving display can't assume the problem.

So I just started a new build which consist of :

R9 380 sapphire 4gb
700w kentek psi
Msi 970a g43
Amd Fx 6100 6 core
2 x 4gb 1066 Hynix ram

When I put everything togethor I noticed the gpu fan only spinning every 2 to 3 seconds so I played around with it and it started to spin normally but when I shut down pc and turn back on it restarts the process. Plus I'm getting 0 display.
I have tried everything so far except a speaker beep test since I don't have a speaker. Can someone please help me.

I think it's the graphics card
The card was spinning earlier for 2 to 3 seconds but now it is not and I put it in a different build and still no spin.

Nope i believe it was the power supply as it just stopped working now.
