Build not posting, is this the right way to go?

New mobo, 2nd hand ram and cpu. I'll be keeping all other components from my current build, which currently works fine.

Breadboarding the new mobo, cpu and hsf, I get no beeps and no signal out. As far as I can tell there is no mobo speaker and case doesn't have one either, so I've bought one to try and diagnose the issue, which should be here in a few days/

All being well beeps will highlight the problem, **HOWEVER** if they don't what is my next step? Is it PSU? I have a no name brand psu at the minute, and whilst it powers an older mobo, cpu and gpu, could it be unable to do a newer mobo? It's 600w, so it should have the raw power, but could it be 'dirty' power causing problems?

I can't borrow a a psu, so I'll have to invest in a new one. I plan to upgrade GPU to a 650 Ti Boost, so I'm thinking of this EVGA 500w if that's the solution http://www.amazon.co.uk/dp/B00DZ6R9GE/?tag=pcp0f-21

GPU is GTS 250 but I didn't try it with the new setup, I wanted to breadboard before I started so I didn't have to dismantle my old build and then put it all back again when the new build didn't work.
