i want to build a system from almost zero (i have only the power supply Seasonic M12 II 620W and the case)

, and its main function will be encoding video with a very basic program Convertxtodvd i do want the best overclockable cpu reachable on a $500 to $700 budget for the rest of the build.

We're going to need more information. Please follow the stylizing of this thread with the necessary information in this current thread. Also, how old is the Seasonic M12II PSU you have? You would need to disable the deep sleep feature in your concurrent platform(BIOS) or maybe even have to change it out for a good, reliable new unit.
