Are you buying a monitor: Yes! I'd like to have a 27" 1440p, IPS monitor. 144hz is optional, unless you think I should get 144hz for my games.

Do you need to buy OS: Yes! I've been using Windows 7, I guess it's about time to upgrade anyway. Windows 10. -Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.

Parts Preferences: I'd prefer AMD's Freesync for video cards since IPS monitors are cheaper than nVidia's Gsync IPS monitors. If you think otherwise please do comment! I can be swayed and will take it into consideration!

Other than that I have no preference.

Overclocking: No.

SLI or Crossfire: More than likely no.

Your Monitor Resolution: 2560 x 1440

I do NOT want a full tower case.
Do NOT want fancy bling/LED lighting.
Preferably a quiet PC.
Black color, windowed is preferable.

Additional Comments GAMES: I am hoping to have a build that can play Very High settings or High settings with smooth framerates the variety of games I plan to play. From:
Open World - Witcher 3, Far Cry, GTA V, Crysis 3
Strategy - Total War Series (Rome 2, Shogun, etc), Anno 2070
FPS - CS GO, Battlefield, Rainbow Six Siege

I know not all games posted will get VERY HIGH/MAX settings but I'd like to get it pretty high with smooth frame rates.

And Most Importantly, Why Are You Upgrading: I've been on a gaming laptop for 3+ years now and it's starting to fall behind. Also been wanting to build a awesome gaming PC again.

I don't plan to use any other parts of my last PC, it has 5+ year old parts that probably won't meet my requirements. The tower is also a bit dated (NZXT Guardian 921).

I have the design r5 and love it. So roomy, great airflow +cable management, and the look is nice and minimalist.

Did an alternative ~$1600 build with skylake for you.

Do you think this build will be able to play my games at max settings?
 
Hyper 212 is fine and will usually give a reasonable overclock on a 6600k. I don't think $50 of ram should prevent you from getting the latest platform (skylake and 1151). Much easier to do simple cpu and ram upgrades later. Also if you want to really push the OC on the cup later you can eventually buy the awesome but ugly noctua d15 to replace the 212.
