Build Upgrade Advise

I have a very old setup and was looking for recommendations to upgrade my setup for 3D Animation and rendering using software like Maya, Photoshop, Premiere, After Effects, MentalRay, Arnold, Redshift. I know that this is a very old an old setup, so any advise would be helpful. I am on a budget but best recommendations would be helpful.

Processor: Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz (8 CPUs), ~3.4GHz

Memory: 16384MB RAM

Operating System: Windows 7 Professional 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_ldr.180908-0600)

Card name: NVIDIA Quadro 2000

Shared Memory: 3783 MB

Model: Samsung SSD 840 PRO Series ATA Device

I7 3770 is still a decent cpu, what is it not doing that you need it to do? What performance would you need to be improved that you aren't currently getting? Obviously upgrading will give you more power but do you REALLY need it is what I'm asking. Based on those programs that you mention a ryzen 2700 would probably work really well for you

A ryzen 2700X with a B450 mobo and 2x8gb of 3000 /3200 mhz rams for the basic setup. An evga g3 650w.

I will leave the decision to you for the gpu.

Thank you for the advise, Right now I am just looking for advise and recommendations to see if i could or would want to upgrade my PC and taking all the points and making a final decision, I know for sure that I will be upgrading my Graphics Card so I figured I would look at the other components as well. Thank you for the suggestion
