Build won't POST when using 7950 DVI or HDMI

I just got a Gigabyte 7950 to put into a new rig of used parts I had lying around. I have tested this rig out with an old 4670 I had laying around and it POSTs fine. When the 7950 is installed I hear 3 beeps (1st beep is long, 3rd is short, not sure about 2nd) from the speaker and it doesn't POST. The 7950's fans spin during this so it's definitely getting power.

I had a similar problem with this board several months ago when I was going to put it into a friend's build. Back then I was using a 7770 and the build would not POST when the monitor was connected with DVI, but it POSTed fine when connected with VGA. However, the 7950 does not have VGA so I can't POST. I connected the 7950 with both HDMI and DVI and it failed. 4670 connected with VGA or HDMI works fine. Weird problem, no idea why this is happening.
Sometimes I don't even get any beeps...

tl;dr Build boots fine when using 4670 or 7770 with a VGA connection. Will not POST with a 7950 connected with DVI or HDMI. Why?

2x2GB Corsair Vengeance 1600MHz RAM
Gigabyte 7950
600W OCZ PSU
Booting from USB Drive

The build is for mining, that is why I'm using a Celeron.
 

I am almost positive I have the most recent version. I updated it before changing the processor to an i3 back in March.
 
Some time it can be the monitor not supporting the newer version of hdmi. Or the output that the cards use as stock digital signal. Some time it the hdmi cable is the issue. Try the card and another monitor or tv see if video comes on and try a newer hdmi cable.

I tried the card with my TV with an HDMI connection and with the monitor with a DVI connection. Neither works, but both work fine with the 4670. The card itself works fine, I put it into my main rig in the third PCI-ex16 slots with two other Gigabyte 7950s and it runs well. However, when it is in the other build, it refuses to POST.
