My first 500$ rig is becoming out dated and i'm moving soon and I can't take my rig with me, I can upgrade it with a better PSU and a EVGA GeForce GTX 960 4GB video card but i can't upgrade the CPU because of the type of socket the motherboard uses, Anyways on point, I want to build a rig that can run doom 4 at 60 fps if possible my limit is 1000$ And I can go higher if you say so.

1. The 960 is a weak card.
2. The EVGA is one of the weakest among the 960s
3. I'd wait for the 1060 ... launches in 5 days and it is expected to do > 60 fps in Doom at 1080p @ Ultra settings
4. Don't rush out and buy the 1st 1060 card ya can get ya hands on ... wait for both the non-reference cards for both the RX 480 and GTX 960 to be released.

Second option is to get gtx 970, r9 390, r9 390x. An Evga 650 watt G2 psu will match with either of them. Do note that there is pretty nice price cuts over the previous generation, the Sapphire R9 390x Nitro was on sale for 310 USD on amazon, unfortunately prices went up again, but offers will keep coming so stay alert, the MSI gtx 980 ti gold edition dropped to 400 USD on newegg so expect anything.

Of course getting gtx 980 ti is an overkill just for 1080p, but I am giving you a general idea, you can mix any of the above solutions together, the Evga gtx 960 is still a solid choice but it will not get you 60 fps in all games, but in doom it will, provided that you will adjust the graphics settings in order to maintain such fps in heavy fighting. it is not necessarily to get an i7 either you can get an i5 since you will mainly do gaming, so there are lots of possibilities here, it all comes down on your priorities.
