I'm contemplating building a budget-friendly secondary gaming PC alongside my AMD Ryzen 9 7900X setup. I plan to utilize the listed components and explore affordable, used parts, given my preference for Steam, gamepass on pc and the cost factor associated with PS5 games. What would u recommend in regards to a PSU, GPU to create a PS4 type graphics on the cheap (willing to spend with $200 within next 3 months)

Parts That I Have Available
Ryzen 9 5900x CPU on Asus Prime x570 mobo
Dual fan Scythe Ninja 5 Cooler
2 Crucial MX500 1TB SSD
10TB HHD (To download pirated games too)
Samsung 980 Pro NVME 1TB
Corsair Vengence LPX 32GB DDR5 @ 3200mhz
ATX Case
Broken Asus Strix RTX 3070 GPU (Needs a new shroud, fans and cooler)… I could find a cheap RTX 2060 - RTX 2080, Vega 56

AMD's RX 580 and Nvidia's GTX 1060 perform similarly to last generation consoles (Xbox One, Playstation 4) in terms of graphical horsepower. If you can find something like a RTX 2080 or Vega 56 video card used, that would be ideal. You could pick up something like the RX 5600XT new for around 200 dollars, and get much more performance than the 580 or 1060, but a 2080 would outperform the 5600XT significantly.

For your power supply, if you can wait a few weeks and put your full 200 dollars toward a video card, you would be much better off. The Corsair RM750e would be more than enough for a RTX 2080 with plenty of headroom leftover for any potential storage or memory upgrades down the line.

You mentioned you have a RTX 3070. I would check out this website and see if they have replacement parts for your card, or you could search Ebay for a broken card and harvest the cooler off it. You might save some money, and you'd get a newer card with better performance. Hope this helped, take care.
