A Dell Optiplex 3050 is in your budget.

$628 with mouse, keyboard and monitor.

Ram can be cheaply upgraded if you need 8 gigabytes.

Would this be better than anything i could build at this price point

If not connecting to a office network, you can use Windows 10 Home and save $40.

Faster CPU, twice the RAM and easily upgradeable in every way as it's a Standard Mid-tower and a quality PSU.

I have noticed this doesnt have an internet card i dont think they would have an Ethernet cable what would you recommend for this

Are you asking about a wireless card or just a ethernet cable? There is an Ethernet port built into the motherboard.

If you just want a ethernet cable, any Cat5e cable will work. I can't really recommend one as the length you may need is specific to where the computer will sit in relation to the plug. Generally 6 to 10 feet long is the most common.

No they will not have an ethernet cable so they will need something to allow the computer to connect to the internet wirelessly.

OK, added a wireless network card:

Another way to save money would be if they want a smaller monitor, like a 21.5".
