This is extremely strong build fit around your budget range. Way more powerful than RX 590 build.
Most probably you won't face BIOS update problem with this board as it is one of the most selling boards. If you still end-up requiring BIOS update. AMD will ship you CPU and thermal paste to upgrade the BIOS for free. Google AMD Upgrade kit for more info.
That Intel SSD is very good. 500GB should be good startup. If you can spend more then get 1TB version of the same model.

I believe both MSI's B450 Tomahawk and their B450 Gaming Plus support updating the BIOS using a USB thumb-drive, which they refer to as "BIOS FLASHBACK", so either one of those would likely work with a quick BIOS update downloaded from MSI's product page. A lot of other boards require a supported CPU to be installed in the socket to perform the update. If those other boards don't happen to already have a BIOS version installed that supports the new 3000-series processors, you would need to get your hands on an older processor first. I believe you can still get a loned CPU from AMD to do that, but it might potentially delay your build by some weeks, so ideally you would want to make sure the board you pick either has a 3000-compatible BIOS already installed, or supports a "FLASHBACK" type feature to update its BIOS without a compatible processor.

If you believe an additional 200mhz boost on a SINGLE core, and a letter X is worth $40...
And no, it doesn't overclock any better than regular 3600. There's no extra performance to be gained with OC'ing Ryzen 3000, as they are basically OC'd out of the box.

If the board doesnt boot up with the CPU and you need a bios update, contact AMD and they will send you a cheap CPU to do the update and then you send it back to them.

Intel 660p is best value for money. Very good quality SSD backed up by 5Yr warranty.

There shouldn't be any special connector, for those 2 components, to work together.
