Building a high end PC

Hi one of my friends want to build a new highend pc and he asked me to help. So far the building process won't be a problem for me but the last years I was a bit out of touch with the hardware market. That is what he want to acquire:

- Intel Core i7 8700K 6x 3.70GHz So.1151 WOF
- MSI Z30 Gaming Pro Carbon Intel Z30 So.1151 Dual Channel DDR ATX Retail
- 32 GB Corsair Vengeance LPX schwarz DDR4-300 DIMM CL16 Dual Kit
- Corsair Hydro H150i Pro RGB 360mm Radiator
- 750 Watt Corsair HX Series HX750M Modular 80+ Platinum
- NVidia GTX 2080 Ti
- Cougar Panzer Evo RGB Big-Tower, Tempered Glass - black
- Corsair LL120 RGB 3er 120x120x25mm 1500 U/min 24.8 dB(A) black

Are the components ok. Will it be accomplishable? Any improvements?

Are they looking for aircooling or an AIO watercooling setup? Regarding SSDs, under most circumstances in boot times, game loads ect. are about the same for SATA vs NVMe PCI-E 3.0 X4 drives. Certain editing software and programs are what really utilize the extra speed. I went from my 850 Pro SATA to a 950 Pro NVMe and had about the same experience. However, there is nice boost going to an Optane drive. I went to the 900P from the 950 Pro. It's a "snappier" feel to it vs a standard SSD, which reviews will show. The low latency and high IOPS at low queue depths are where this boost comes from.

Regarding RTX 2080Ti, jury is still out there regarding performance and price. Latest rumors put it around 35% faster than 1080Ti, but...
Where do you and your friend live? This effects availability and prices.
Can you link the planned build with a PcPartPicker list? it'll give us a better understanding of how much it will cost.

Observations:

Why 32Gb of RAM? 16Gb is enough for most of us.
A RTX 2080Ti is fine, but stupidly expensive, don't purchase or pre order until the reviews and benchmarks are available ( should be about 20Th this month ).
There are far cheaper CPU coolers available.

We live in Germany. He said he want 32 gb because he has it right now and don't want to downgrade it. He knows someone from Nvidia and thats why he said he gets a 2080Ti so I don't know what his price will be. What is really important for him is that his case has this rgb stuff. He has enough money but want to spend it reasonable. Which CPU cooler would you suggest?

What kind of difference are between a normal SSD and a M2 ssd?

And he want to use the rgb cooler instead of the built-in red ones.

Unless the games are utilizing RayTracing or DLSS(very few games overall for the near term), it's a tall price to pay. In my thoughts, I think is why Nvidia had to release the 2080 Ti right at launch. The 2080 looks to be about the same as 1080Ti(not including new features)in all of todays games, which isn't a good thing after years of development. In usual releases, the 2070 should be matching the 1080Ti, with the 2080 being a nice boost above. This is what happened with 10 series launch vs 980 Ti. Still, none of this info is set in stone yet.

M.2 PCIE 3.0 x4 is 4 to 5 time faster that sata3 ssd so better load time for programs installed to it much better boot up time my system boots up in 5s love it
