I would either drop the GT 1030 and live with the iGPU since the GT 1030 is only about 30% faster than the Vega 8, or upgrade the card to at least a 1050 TI or RX 570 (better)... or GTX 1060/RX 580if you can afford that much.

The 5400RPM HDD is going to be slower in access time than the normal 7200 RPM model.
 
Also, if I buy the 2200g, can I play some games like rocket league or csgo at decent frame rates with the integrated graphics? I could wait to buy the Rx 570 because it's the only part that doesn't ship to my country..

As I said above, the Corsair CX450 (non-modular) is pretty frequently on sale for $20 after MIR.
You can get cases as low as $20.
That would bring the total closer to $330.
