computer specs
ryzen 7 2700x
x470 pro
32gb ram
2 ssd
rtx 2080 super
2 case fans and a corsair h100i water cooler
was thinking about a corsair rm850 psu but wanted to make sure it will work or should i go bigger
also i am eventually going to upgrade to the ryzen 7 3700x with a Asus x570 pro mobo

Solution
A great quality 650W PSU will be sufficient. If you want more headroom 750W will be more than enough.

Corsair RMx or Seasonic Focus Plus models will be my recommendation.

Would you buy a 1000w PSU for cheap? Or is it just too much?

I currently have a 600W PSU and it's fine, but I found a 1000W EVGA GQ Gold 80+ (semi-modular, which is why I want) and I can get for $70 usd. Should I buy it?

Sure, but I assumed EVGA was a high quality brand? My first & only PSU was from Seasonic, and it's done me well.
EVGA makes some fine PSU's but they make some real crap too. I'm not saying the GQ is a crap model, it actually looks pretty good, but you should be wary of such a low price for a 1kw PSU. Good models generally run from $150-200 USD. The GQ retails for $160. Are you buying it used?

Yes it would be used. Guy seems to be selling off old build stuff. Has this PSU, a GTX 1080, and a tower.

Something to consider is that it only comes with 5 year warranty when new. The better G2 and G3 lines are 10 years so the GQ is more of a budget line. Pairing it with an RTX 2080 does present some risk considering how much they cost. You'll have to decide if it's worth it. If I was buying a $700 video card I wouldn't pair it with a budget model, used PSU.
