This intel+ nvidia build should work well. Put the cpu to i5 7400 and gpu to 1060 since you don't need to extra power at 60hz. Saves a bit of money as well, and allows us to upgrade psu, case a bit.

Also that build you mentioned in that link is a ryzen build, which is amd. So that goes against what you want.

Amd + nvidia is possible yes. You would have a ryzen cpu and a pascal gpu. Intel + Amd is also possible. For that, just change the gpu to something like an rx 570 or rx 580 instead of the gtx 1060 6gb.
 
Go with a ryzen 1600 matey , best bang for Buck CPU on the market.
The 1700 is totally unnecessary for gaming.

Does that $1200 max limit need to include monitor & windows or is it just for the tower itself ??

I could only recommend the 1080 atm due to price gouging on the 1060 and 1070 I don't believe in supporting that kind of behavior from companies I could care less about a shortage. I'd rather them be out of stock then charging over $100 more for a card I got for only $386 back in February.
 
I cant think of one singular good reason to even consider a locked i5 when the ryzen chips are the same price or less.
Even if it means dropping to a 1070 its a far better choice.
