So here I am 7 years later on these forums once again, need some help from the best of the best. I am looking to build a new rig that is top of the line no price limit, I currently game on a
i7 4770
16gb ddr3
1060 6gb MSI
Razer Blackwidow 2013
Razer Mamba TE
2x Lenovo ThinkVision P27h-10 27"

I would like to upgrade to something that looks nicer and isn't junkyard'd together. Top tier is a must cant decide between AMD or Intel but I definitely don't want custom loop cooling. I Would like to go Air Cooled or persuaded into Aio cooling.

Solution
I just upgraded from an older i7 960 to the x570 and 3800x. Huge performance difference as expected and it's a great all around PC. I'm running 1440p with an Asus Strix 2070 Super and an Asus ROG PG279Q. It's the best gaming experience I've ever had (I'm 51 years old).

Now bump all that AMD goodness up to a nice x570 motherboard, RTX 2080 and 3900x should be all you'd need.
No price limit! I'd go with anything along these lines:

I believe we can go higher!

I believe we can go higher!

Yes, indeed you can go higher. But going higher on money spent, doesn't necessarily equate to better performance. If you want to spend 5k or 10k, we can come up with systems that will fill that space. But will they perform better for gaming than the top end mainstream desktop parts. No. HEDT system can cost huge amounts of money. It's what devs use to make our games. Sure, you can have one of those systems for 5k or whatever, but they won't game any better than a 3k system.

What do you use your pc for? Throwing money at it is one thing but getting what you really need may be quite a bit cheaper.
Overclocking my system, streaming. Maxing out settings and trying to future proof for 5 years hopefully. Trying to stick with a corsair style. Also need a monitor, keyboard and mouse.

The system I've linked above, is pretty much top end gaming. You can go Intel for comparison, and they have something pretty similar. That CPU/GPU combo will get best gaming FPS. You could throw in an I9 9900k from Intel and a system based on that for same/similar results.
I was thinking more of a build where I can Overclock my system, stream. Max out settings and trying to future proof for 5 years hopefully. Trying to stick with a corsair style. Also need a monitor, keyboard and mouse.

You have all the info you need in the posts above. Keyboard, mouse etc, are really just YOUR preferences,

Monitor, I would agree with @GarrettL , something decent to show of your hardware.
