hello im posting for the first time.
i've always been a console gamer but recently i saw some advantages of gaming on a PC videos and ever since i have decided to build one and move to the PC platform. also i needed a computer for music, internet and some photo editing/video editing so hence investing in a PC seemed the best option.
i just want to fully utilize the true potential of the 1080p freesync monitor i will be buying. i will play single player big titles only and not multiplayer except for some good old counter strike when my cousins visit me. anyways here is the build:

Looks good to the most part.
Things that I would change:
1: Get better RAM. Getting 8GB ram is fine, but only if done right. I would recommend dual channel (2 x 4 sticks) and DDR4-2400 and above.
2: You don't need 650W. Get a Seasonic 520W Bronze CPU instead.
3: No hard drive? 275GB will run out like lightning.

can i buy 2x4GB now and another 2x4GB later or is it compulsory to install all 16GB at one time?

You could get the 2x4 now. Everything should run fine. If you feel like throwing 8 more in there, get the second 2x4 later. Just make sure it's the same exact one when doing the upgrade.

But you have to realize that this build only runs you $35 more than your original suggestion:

actually i live in India and the prices here are very different compared to USA . your build is good but it will go out of my budget. can you please check out this RAM kit from G.skill: http://www.amazon.in/G-SKILL-Ripjaws-2400Mhz-Desktop-F4-2400C15D-8GRR/dp/B00XNADM8Q/ref=sr_1_9?ie=UTF8&qid=1491586903&sr=8-9&keywords=2400mhz+ram

or can you please select a good RAM from this site: https://www.theitdepot.com/search.html?keywords=2400+mhz

same price ,16gb ram

Tyhe GSKILL is absolutely fine mate - always state your location when you first post regarding builds mate.
When you drop a build in $ absolutely everyone here assume youre based in the USA.

I can understand not using the India location dropbox in partpicker because it only picks prices from amazon which is fairly worthless.

I would asolutely suggest though dropping to a 4gb model of the 480,getting a slightly cheaper board than the pro 4 & squeezing 16gb ram in from the off.Even drop the cpu to the i5 7400 if its substantially cheaper because put simply its fast enough.
At 1080p there is virtually no difference between a 4gb & 8gb rx 480 - you may see 3fps absolute max,

From where Im looking the 8 gb msi armour is 4000rs less than the strix - that is your extra 8 gb ram bought & paid for .

will it be good if i choose these parts:
ASRock B150M PRO4/hyper
i5 6500
the G.skill kit i mentioned above
and the 4GB version of the RX 480

or maybe i should just buy the 8GB RX 480 and the i5 7500 on EMI as these two are the most expensive individual parts in my build. that way i can buy a 16GB kit right now. im choosing the 8GB card as i want to use mods for games, especially skyrim....
and what are these ryzen CPUs? are there any ryzen alternatives to the i5 7500? most people on youtube are saying that AMD offers similar alternatives at a cheaper rate.

my budget is 60000 inr but if i use EMI for parts like the CPU, GPU and the motherboard then the budget can go to 75000-80000.
