Building a new PC, possible to install Windows 10 from an external hard-drive?

I'm building a new brand pc from parts (it's been years) - would it be possible to install Windows 10 on the new SSD via an external DVD drive?

Yes.

You could also create Windows 10 USB install media using Windows Media Creation Tool...

Download and run the tool on any Windows PC and select create install media for a different PC. Be sure to create the same version of Windows 10 you own and intend to install (i.e. Home or Pro).
