I'm building a new PC and i thinking of using the hard drive from the PC I use now so that I wouldn't have to buy an OS or hard drive

if you only carry over the HDD you will 100% need to reinstall Windows
if you're currently using an OEM win-key (usually you can see that when checking the license key) you'll need to buy another one.
if you're using a retail key, you will just need to reinstall windows and reacitvate it with this very key

doesn't apply to Win10 with MS-Account (well the reinstalling part does)
