Building a new rig need help.

Simply put I've never been to good with knowing exactly what I need and since I'm in college now I don't exactly have the money to just build the best rig I can. Anyway I was wondering if you guys would help me build a computer that can do a few specific things and what would be the cheapest components that are reliable for it. I'll list by importants

1. Playing League of Legends at max settings at 60 fps
2. Playing other high graphic games (not really going for max crysis 3 with 60 fps; I can upgrade later if need be you know)
3. Video Processing (You know just youtube video editing)
4. Streaming (at 1080p)
5. 3D Modeling

I'd like for it to be a dual monitor set up.

Yes, 32gb is overkill - 8gb is enough, maybe 16gb to be safe, although it's not really necessary.

Yes, 1500W is overkill - Unless you're running like, 3 Titans in SLI.
