Building a PC... and failing...

So, here are the parts that I have as a starter:

Motherboard:

When I start the computer, it will start for a second, with the bios screen popping on for a second before cutting out. Looking at the Motherboard, two red lights come up. The Graphics card, and CPU.

I don't know what to do, I have run the checklist from various posters, nothing is burnt or "shocked".
