Hi I’m looking to get into the pc side of gaming, primarily for arma 3 and Star Wars the old republic. I don’t know the first thing about computers at all I’ve always played console. I want to run arma on 60 FPS on ultra settings, same with Star Wars. I’m looking to put together a shopping list of everything I will need. Ideally I would like to play the pc on my 4K tv but I’m not sure if I need to play on a monitor, and if I do need a monitor do I need speakers aswell or are they built in. I need a complete list including, a tower, cooling fans and power cables. im going to have someone build it for me. Ideally I don’t want to pay much more than 1000 great British pounds, but if it does cost more that’s ok aswell. Brand names would be helpful aswell. Thanks guys,

As long as you have the necessary cables, it doesn't matter whether monitor or TV.
But your budget is too low for 4k 60 on ultra, and Arma 3 isn't a good game to base expected performance of the PC.
By it being a bad game, I mean that the game programmers were lazy, and the game doesn't make good use of available resources. Even high end PCs have issues with it. Same deal with a game like PUBG.
Witcher 3 would be a better game to do this with.
You'd need at LEAST RTX 2080 for 4k 60 ultra, and that's over half your budget gone already.

This is just to give you an idea how much you actually need, it doesn't have to consist of those exact same parts.

Keep in mind that even playing on a 4k TV you have the option of reducing the resolution to a more playable 1080P. The bigger issue with playing on a TV is response time, frame rate, ghosting, and any other number of possible issues as compared and related to a true "gaming monitor".

You should readily be able to build a system capable of 1080/60 gaming with 1000#. I would take a look at some Ryzen 5 builds with something along the lines of a GTX 1080 or RTX 2060....should be a pretty good place to start for that.
