Solution
I will suggest skip the CPU cooler and invest that in a better graphics card like RX 470 which is around 18k in indian market.

I dont know if they ship all over the country or not.
Everything seems fine except the Video Card. How much does the current build cost? If you can't afford a better Video Card, wait until you have money for a GTX 970, at least.

This cost me around 63k still need a 5.1 channel. I would like to skip GPU for now in future I can afford bit costly. Does my configuration need a cooler fan??

its a very good build.. but i personaly dont trust kinston in ssd's after v300 series.. there are a lot other companies in the same price though.. the problem is the GPU.. 750Ti is good enough in general but not according to your budget.. its not the best choice for 1080p. i made a build for you.. it is not exceeding your budget much.. i tried to keep the i5 and not an i3

Thank you for the reply. I am not a gamer just a casual gamer. That's the reason for 750ti. Still in my configuration I need to pick 5.1 speakers.

Do you mean Case Fan?
