I owuld like to build a pc. My budget is very strict and I am considering to buy used parts, is it worth it??

I'd consider used monitors etc however with components you wouldn't know they worked until you got them.

you should know very well what you do when buying used stuff , are you a technicien?
if no... get new components only

My budget is around £400 the main usage of this pc is oging to be drawing on softwares such as "Manga Studio" and general use. I have a monitor, mouse and a keyboard already.

if not for gaming yes u can build one for like 450 or so

You could build yourself a mid range linux pc for around £400 - £450 since the OS would be freeware and you already have all the peripherals.

Mobo £80 ish
CPU £120 ish
PSU £40 ish
SSD £35 ish
GPU £100 ish
Ram £20 ish
Case £30 ish

Total around £420
